Nagpur Bench Rejects Plea Against Security Cover

The Nagpur Bench of the Bombay High Court on Monday dismissed a public interest litigation (PIL) challenging the grant of Z+ VVIP security cover to Rashtriya Swayamsevak Sangh and its chief Mohan Bhagwat.
A division bench of Chief Justice Shree Chandrashekhar and Justice Anil S. Kilor held that the petition lacked any real public interest and appeared to be filed with a specific motive.
Petitioner Sought Recovery of Security Costs
The petitioner, Lalan Kishor Singh, argued that such high-level security should be granted only when there is a reasonable threat perception. He also sought directions to recover the expenses incurred on the security cover from Mohan Bhagwat.
Court Calls PIL a Motivated Petition
The Court noted that the petitioner had not disclosed any personal details except stating that he was a citizen of India. It further observed that the plea was apparently based only on newspaper reports and did not meet the research requirements under the PIL rules.
The Court stated:
“We do not find any public interest involved in this writ petition marked as PIL. Quite apparently, this PIL is a motivated petition and amounts to an abuse of the process of law,”
Accordingly, the Court dismissed the PIL.
Appearance Before the Court
Advocate AR Ingole appeared for the petitioner. Deputy Solicitor General Kartik Shukul represented the Union government, while Government Pleader DV Chauhan and Additional Government Pleader NS Rao appeared for the State.
